Is it possible to cook individual gluten free souffles? What sort of flour should I use and is there a gluten free substitute for baking powder

You can use a small amount of pea /gram flour.
Use bicarbonate of soda and cream of tartar as the raising agent- these are the active ngredients of baking powder.
